This report and the corresponding guidelines are the outcome of a two-year project carried out by a group of specialists, whose objective was to take stock of existing work in the field of social housing for vulnerable groups. It complements the report on access to social rights in Europe (2002) and is an integral part of the Council of Europe's Social Cohesion Strategy.
Addressed to policy makers at national and local levels, service organisations and users, this work provides examples and guidelines on designing and implementing effective housing policies for vulnerable social groups.

Synopsis
The question of young people from lower-income neighbourhoods is often on the political agenda, and the responses proposed vary according to circumstances and the social visibility of a problem which sometimes translates into violence. Nonetheless this problem is far from being resolved, nor it is approached via a long-term strategy aimed at devising alternatives.
This guide proposes food for thought and instruments aimed at bringing to light the stigmatisation and stereotypical ideas that are often the starting point for so-called youth integration initiatives targeting young people from these neighbourhoods.

This report is the result of a two-year project carried out by a group of specialists, whose task was to examine the integration of social services with other selected public services. The concept of 'integration' covers various approaches and methods intended to increase the co-ordination and effectiveness of different services in order to serve the best interests of their users and their families or carers.
Addressed to policy makers at national and local levels, service organisations and users, the report provides examples taken from different countries in Europe and guidelines on designing and implementing effective integration policies and practices.
